From todays Star Ledger

Thursday, July 20, 2006

If the National Marine Fisheries Service has its way, fluke fishermen next year might be talking of the "good old days" of the 16 1/2-inch minimum. The agency has called for a big drop in the 2007 quota in order to meet long-term goals, and even an attempt by the Summer Flounder Monitoring Committee to moderate that quota hit would require stricter regulations next year.

Considering the great numbers of short fluke hooked this year, it's hard to believe there's any shortage of the species. The management plan set an arbitrary stock goal that has to be achieved by 2010, and with a present stock of more than 102 million pounds, we're only halfway to the target.

Spawning stock has been increasing steadily since 1980, and there's no reason to believe that the summer flounder population isn't in very good shape. Nevertheless, NMFS insisted on a reduction from last year's 30 million-pound quota down to 23.6 million pounds this year -- and is calling for just 5.2 million in 2007.

The Mid-Atlantic Fishery Management Council staff suggested 19.9 million pounds for 2007, and the Monitoring Committee at Tuesday's meeting in Philadelphia settled on 13.9 million. As bad as that reduction is, it received only a tie vote with the chairman breaking the tie in order to get a proposal on the table for the upcoming council meeting.

Worst of all, NMFS voted against the committee's figure and can be expected to reject any attempt to adopt a reasonable quota if it won't stay on course to achieving the 2010 goal -- a figure representing a guess at what the population was at its peak without any consideration of interaction with other species or the availability of forage at the time. Blind adherence to that target prevents logical management, but that won't stop NMFS from trying to impose its will despite the effect on the recreational and commercial fishing industries plus the public.

Just how severe next year's restrictions will be depends on whether the recreational catch this year stays within our landing allocation that is only 40 percent of the total quota. Bruce Freeman, chairman of the JCAA Science and Research Committee, estimates that might mean a six-week season under current regulations.

It's more likely New Jersey would have to go to a much higher minimum, though even the 18 inches New York is struggling with this year might not be sufficient. There'll be more about this in Sunday's column.

Fortuantely, they do a poor job enforcing the regs.

With the price of gas, tehre are SO FEW boats out htere fishing this year. I've only been out a handful of times, but I cannot believe there were 6 boats in teh Ocean the weekend after 4th of July. I bet everyone goes way over quota again this year.

Last weekend on the JJ, I saw about 40 boats at the mouth of the river. One friend has burned over 1000 gallons so far this season (he get 6gph and fishes very close to home), but in general, you are probably right. I'm looking forward to spending a week in deserted Montauk in August. It has been a lousy NY fluke season in the Bight, but stripers and tog were pretty thick I hear.

40 boats for that spot, is NOTHING. I've fished the NS twice this year in late June. One time we saw abotu 12 boats the entire day, not all were fishing boats though. The second time there were literally no boats around for hours. We fished from Glen Cove to Oyster Bay. I went on teh OE two summer weekend days, the weekend after July 4th, there were about 20 boats seen all day. The first day there was one gnat following us around, and a few on birds jigging. Besides that, the ocean was empty.

I remember goign to play basketball every Sat/Sun the past 4 years during the summer....I coudl see the fleet of boats around Sandy hook. This year it looks the same as it does when I fish at 5AM on a Tuesday.

In that case I hope that fuel goes to $10/gallon. I like Tuesday crowds during the weekend.

7-17: bluefish trip redface.gif - got started real well then it quickly dropped off, edge of the Mud Hole, had them boiling - just didn't happen. Ran all over, nada! Finished the day fluking, had about a dozen w/ 2 keepers.

7-19: Played around down South, caught squat in tough drifting conditions. Bucktails didn't produce anything either. Found some boiling bluefish, a thresher, and some wild action - pounded on the blues, then back to the fluke up north. Easily over 100 fish, kept 8 to 19". Bucktails, fresh spearing, and strips did the trick.

7-20: Stayed inside today. ~60 fish w/ 9 nice keepers to 20"/3# on live killies and pink grub teasers. Weather stank, fishing was pretty good smile.gif

Next time that happens, send out one of those bluefish on a 10/0 hook with 300# wire attached to a rig that can put ot a hefty amount of drag and hold on...cwm12.gif

If blues were boiling the surface, it was probably lurking beneath your transom! cwm27.gif

Blues usually don't shut off on a slick like that when a blue shark or small mako is in the slick. There was probably a big mako around...
