On a second look, i think this was some type of hawk, not an osprey.  Coloration doesnt seem right. Thanks to @FlukeOff for noticing.

I think that's an American Kestrel.  I saw one early on in the Narrow River nest last year.

Kestrels are pretty small so the size seems like a match. Ive also seen a fair amount of them in soco, so no doubt they are in ct as well.
