It could be.

I suspect it is material they did not want anyone to see, but for some reason they didn't run it through a shredder....it must have some value in some way or other. I would be very surprised if the secret service does not clear that house before he enters it, or has it under direct observation. They must have noted the boxes, or noted the arrival of the boxes if planted.
