I've never seen flies like that before.  Trout?    I have a feeling the primary material is somehow related to a mop?

Yupp I pick my materials where fine cleaning products are sold .   Seriously some guys buy small packs in fly shops or online to get a small supply . For the same costs or less you can get a ton of them. I haven't really used these alot for trout but for panfish they're great . They're pretty indestructible .
