Is it possible on a two piece rod that say is a heavier rated rod 70/30 split and instead of buying a whole new rod just have a new upper piece made that is of different action/rating?Did not know if this is feasible or recommended?

No, putting a different top that was not made to fit the bottom will end up in 3 pieces.

Rod Geeks does make a 2 top 1 bottom blank.

St. Croix I think you can interchange tops and bottoms on the legend line.

I swap the top sections on my Mojo Surfs, but in general slapping a mismatched top onto your existing rod is asking for trouble

I agree with all the previous answers. 

My answers to your question is: 

Yes it is possible but very difficult / nearly impossible to find match. 

Buy a special rod with 2 tops and sell yours.

As said above - possible.

I built three 4 piece two-handed 11' fly rods on CTS blanks.

After awhile I desired stiffer rods than these provided.

I sent the butt sections to CTS with instructions to build the upper three sections to the maximum power the butts will handle.

They did it very well.

 

However, it would have been much more complicated if they had been two piece rods.

The action of the tip would have to be very complex and most likely would not have been succesful.

 

What you are asking for is a very cooperative blank builder and you should be ready to open your wallet wide.
