But thanks to Meagan Ware (Maine), at least they're now discussing a rebuilding plan, something that wasn't on the original agenda.  If that moves forward, the bass will have a better chance than I expected.  

 

Probably 50-50 or a little better chance that the rebuilding plan is put into the Amendment, 80% chance approval of the draft Amendment is delayed unntil January.

If they push the draft amendment to January, does that move implementation past 2023?

No.  This is one of those rare occasions when delay could be good.

 

Whether they put it out for public comment after today, and finalize in January, or put it out for public comment in January and finalize in May (or even August or October) it can still become effective on January 1, 2023.  

 

Trading some meaningless delay for a rebuilding plan would be a very good deal.

Luisi is an idiot! I think the 2015 slot limit was a great thing. MD meat heads can take a big fish, but a lot of them are realeased! Unbelievable. He wants everyone to feel sorry for him…

Gotcha, so delay in the name of adding a rebuilding plan that wasn't previously in the Amendment.

Even tuna deserves a break... switch to chicken, shrimp, something that's already farmed heavily.  Netting in our oceans needs to end or at least reduced greatly.
