The National Parks also have a senior pass available at most parks that is also good for lifetime and entitles the holder to park free at any National Park. I used it to park free at the Grand Canyon. I believe it still costs $10, one of the best deals available.

The National Parks Senior Pass is also good at Federal reservations like Plum Island.  Up to 3 passengers are allowed in the Rez free when I flash my pass at the gate.

Neither the mass nor the federal pass are tied to a specific vehicle. Once you are age-eligible and pay the fee, you own it. 

 

And i could be wrong but I dont think the pass holder has to be the driver.
