Hobie Rev 13 rudder problem

I have a hobie Rev, which i bought probably like 10 years ago.

I took it out to the water today and noticed that the rudder didn't lock in place and came loose, therefore i couldn't control the turns.

does anyone have this problem and how to fix this problem?  Thanks.

yeah, if i pulled the down cable, it would stay locked, otherwise it kept loose.  so on my way back, i had to keep pulling the down cable to make it steady.  wonder if i have to replace the whole rudder system or a cable is loose somewhere.

I'm not understanding?  Are you cleating it down like in this photo?  If not, it's going to pop up.  I know people for years that have never cleated it down and it works fine, but then one day it doesn't.  It's supposed to be cleated like in the photo.  If it's cleated and popping up, you may need to adjust or replace something.
