Circle hook - NJ law

Saw a conversation on the subject claiming it was the law 365 days a year

Checked, this is what is listed in the 2020 F&G digest

 

"Note: Non-offset circle hooks are required to reduce striped bass bycatch mortality while fishing with natural bait during the striped bass springtime spawning area closure within the Delaware River and its tributaries. This restriction does not apply to hook sizes smaller than size 2."

That’s my understanding. And I’m trying to think of ways to efficiently switch to circles if I can snag bunker to change things up while fishing lures with a TA clip and a teaser on a dropper loop. 
My idea is to put a circle hook on a short endloop leader that I can quickly attach to the TA clip. And swap the teaser out for a pyramid sinker to help me cast the bunker out. I don’t think the circle hook can go straight to the ta clip and work right.
