Failing to catch green crabs off a pier.

So I’m trying to get bait ready but I can’t seem to find green crabs. Do I need a rocky shoreline nearby for results? And is high tide better than low? I’ve just been tossing it off a pier with some chicken inside.

I bait my trap with a fish rack and leave it in for a few days. It's usually pretty loaded when I pull it. This is right at my boat slip, no rocks in immediate area. I find they mostly seem to enter the trap overnight.
