I have a huge surfster in my collection that was ID'd in this forum a couple of years back as an Old Wooden Bait Co. plug. It has the same red marks on the belly by the hook hanger and I suspect that given those marks, your popper might be one of theirs as well.

Its possible but ive never seen a Old Wooden Bait Co plug with this type of hardware and eyes

Good job Pete.

And here is a Creek Chub with similar red painted on belly fins.  As was said already, a number of companies did this.  And also for your viewing pleasure, here is Creek Chub with the rainbow paint pattern.
