So I was sealing a grip with UV40 and I put it on heavy..which is normal for me cause I immediately follow it with spreading it out with one of those foam brushes used for painting corners..taking excess off etc.. Unfortunately,,something happened in the house that forced me to stop what I was doing and it dried like that, and you can see the coating, slightly milky, drip marks the question is,, can I sand that stuff off and start over again? Thoughts?

You're best results will come if sanded while the Rod is spinning. The original feel and color of the cork will return, no need to reapply as the cork will have absorbed the sealer as intended. Dirt and grime will easily wipe off using clean cloth and alcohol.
