I never have had on. thinking of getting one for a tribute for my dad who we lost last year.  do you tip the artist or not ?   I googled it and one said no, its factored into your cost. others say yes.

what I want done is at least 4 -5 hours and 700.00 dollars.  so is 70.00 tip warranted ?   not trying to screw the person, I just don't know.

I never heard of that. I just negotiated a price and did it. You dont tip the owner. most of them rent space from the shop. They have all of their own stuff. They are not waiters.
