Are there any ultra light surf rods on the market like this?

Shimano Dialuna or Diawa Ladrax...I think they are both JDM.

Look at Diawa’s SP Coastal. The rating is higher but it’s sweet spot is +/- 1oz.

It will cast a bare TA clip a long way.

Daiwa Labrax 40% off on plat Japan, maybe a refresh coming.

We are testing 8'6" and 9' very light Black Hole rods 1/4 oz - 1 1/2 oz now.  The rods will be available in 2020, but the price will be around $200. Not cheap.

How much will the finished rods weigh? under 5oz?

Century Graphex. 9'6", feather light,  will throw 1/4 oz on up to 2oz. Extremely sensitive and low diameter.  Truly amazing rod. Completely built the rod weighs just over 5oz. Built with Textreme finish for extreme exterior durability.

Don't let the 2oz upper range scare you. It truly shines in the 1/4 to 1oz range.  The graphene gives the blank added strength to handle up to 2.
