I ran in to a real gnarly eel fisherman on the Presumpscot river a few years back  he said on a good night he makes tens of thousands of dollars. They really need to hit these pouchers hard or the reward will continue to out weigh the risk in the eyes of the unscrupulous.

The fishery is extremely lucrative. The asian markets pay eye-popping prices for elvers. So it's a perfect storm for poaching and everything that goes along with it.

I think the water is more likely. Dog would've found it in the woods.

Bring big magnet and 50 feet of rope.

In Massachusetts you need to have an FID or LTC just to have ammunition components. If they  just had a bullet case, primer, projectile, or propellant  they would be breaking the law.
