If the line las at the top of the spool, you shim the spool. If the line lays at the bottom of the spool and there are no shims under the spool, you have to shim under the rotor, as per Tony at Penn. Penn has shims for that, I know, because Tony sent them to me for free.

Thank you for clarifying that the OP needs to make sure all shims are removed from underneath the spool before attempting to shim under the rotor.
