I noticed the same thing, this one dam I fish in South jersey is loaded with them from October through March, 20 fish in 3 hours is common. However come April like you said

there is not a pickerel in sight even though the body of water is deep and oxygen rich. Here is my biggest one I pulled out of the dam in March about 25 inches, they like soft plastics

like super flukes and stick worms the most in the cold.

When they are around,  I find em on jerk baits and topwater.   I will be throwing plastics in Pickerel infested waters, but have yet to ever catch one on anything soft.
