i need to frame the inside of a metal container so i can put up peg boards.

i dont plan to frame the whole container just a 20ft wall for peg boards.

metal container like those they use in ships.

i'm trying to figure out how to attached a 2x4 frame to the walls without drilling thru.

Attach a stringer to the floor, build up snug to the ceiling, stretchers accros the top to the facing framed wall secures the top of the framing. Perhaps 2x3" will work better on the wavy walls and save you some money. If the opp. wall dosent need pegboard, a header and two vertical supports may be necessary for no drill through attachment.

What Cheech says and also add some liquid nails

 

Another option, if you have a welder would be to tack some metal strips along the wall to screw the wood to with self tappers.
