This will be a far worse punishment than the prison term. He will be out of business for good. But there will be plenty of collateral damage as well.

The best thing to happen would be that not only does he spend some time behinds bars, but lose the majority of his fleet and not be allowed to ever fish gain no matter what

Gotta wonder if there is anyone around town whose been stepped on in the past that might be looking for some comeuppance, and do some stepping themselves, now that they won't be in fear of losing their livelihood.

A few years back one of his boats catches fire. They were welding and some insulation in one of the holes ignites. He's mutha f#$%%ing us up and down. "Aw yous guys don't know what the F^&* your doing, get off my boat."  Blah blah mutha f this mutha f that. Meanwhile this coal black smoke is billowing out of the hole and he's standing in it mutha f'ing us. Swear to God he takes out a pack of smokes and lights one up! Old leather lungs! If you have ever had the chance to hear him talk you would never forget that voice. 

 

Here's a guy who came from very little and did well for himself. He got very greedy and has hurt a lot of people. The city is adamant that those licences stay in New Bedford too. We'll see.
