I think yes, in a sense.  Can’t let water get under it.   Waterproof barrier under it on cement.   You can use some in bathrooms but installation needs special care.  Expansion gap needs to be sealed with foam bead and silicone and planks might need to be glued up.   Don’t think any can be exposed to weather.

We're in the early stages of looking at waterproof flooring. We went to Lumber Liquidators and they had a pretty big selection of it. They were labeled as waterproof not moisture resistant.

For visual purposes, vinyl plank is identical to laminate. They're both pictures of wood printed on a textured board and then covered with a high silica wear layer. I've installed plenty of both. I find traditional 8 or 10 mm easier to install and it hides a bad subfloor better.

 

FWIW, all I've used in vinyl is Lumber Liquidators Tranquility. I find the 5mm planks harder to lock than laminate. Are there easier ones? Not the gluestrip version.
