This is the first winter for me since i started fishing. I hear people saying different things about winter fishing. Completely different things. When water temp is 40 does the action continue? Shallow or deeper water?

Unlikely but possible. You'll have to work hard to find the holdovers, figure out where there a warm water outflow. Give it a shot you got nothing to lose and you'll be a better fisherman because of it

The action does continue but u have to fish ur presentation slow. Water too cold so the fish usually won't chase anything. I personally fish deep pockets or holdovers. But it's fishing so it's a hit or miss sometimes.
