Ill get right to it. i caught a 39 inch striper this morning in barnstable harbor. It was the first fish we landed so we stayed out to catch our limit. Long story short it was at least 3 hours between the time I caught the fish and when I was able to clean it at home. We had no cooler or ice so the fish hung out on deck with us. The meat smells fine and nothing out of the ordinary noted after cleaning and was fillets were promptly put in the fridge. Is this ok or possibly spoiled?

That fish is perfectly edible.  Keep a burlap bag somewhere on the boat and put the fish inside, wetting down the burlap every half hour and it will keep for several hours, or even some old salvaged fishing net over the fish and dampened will work well, or just some bladderwrack or kelp.

Sounds fine.

Whenever I kept a fish it was gutted gills removed and on ice.

Keeping fish on ice and not in icy water is important.
