Inhofe can probably crush any legislation now that might have gotten some of it done. Chinese agreed to do what they were going to do anyway, reduce coal burn and get renewables up to 20pct of energy consumption. They probably do this ahead of 2030 target because pollution is starting to kill any shot at making their growth targets. Making these goals won't solve anything anway but makes good press.
