What is the bird supposed to represent?

The 10% of the population that actually pays attention to what is going on in politics? Or the lobbyists that actually have the pull?

If it is the latter, I can understand. If it is the former, the elephant would be laughing...or perhaps chortling

Yes it tis! The legislative wheel will begin to grind when the new congress is sworn in. The timing is perfect. Lets see what the perception of the shift is between Jan 1 to June, 30, 2015. Presentation should be clean and crisp with info clips and press conferences on each new item forwarded to el Presidente'. And a score board maintained on the number of NO's he delivers to veto the product of an energized Congress.

Both Houses functioning at 100% in favor of correcting the mistakes of past 6 Years.
