There are a ton of party boats and charters right there at the Galveston Yaht Basin. Just google it and you will have a field day. Should be a decent time of year as well.

there are plenty of jetties along the seawall and hardly anyone fish there. Most people pay to go out on the piers instead. They do catch some amazing fish, but you can do just as well on a jetty for free; besides, piers get too crowded. Seawolf park is a good spot too and costs $12 to get in I think. It has a pier too and gets extremely crowded, but the fishing can be too good to pass up sometimes. Party boats are okay, but I prefer charters if I want to get on a boat.

Park at Fatty's and walk into the flats on the railroad tracks. Just keep walking until you see reds working the grass lines then climb down and catch them. You'll have more access to fishable water than you can imagine.
