Block Fill Primer questions

Hello guys. I am re-doing my friends condo, and it has interior concrete block walls. On the main wall in the living room, we decided we wanted to have a mural painted. The artist that is going to do it won't be around until early summer, so we need to do something to the wall until then. I know that you have to clean and etch the block, which is fine. Then you need to use a Block Fill Primer. The main concern I have is I don't know what kind of paint she will be using. Do most Block Fill Primers accept water and oil-based paints? Anybody have any recommendations as to a specific product to use? We want the "pattern" of the block to show through, so we won't be smoothing out the block. Anything you have run into that I may not be thinking of?
