As I recall you can access some beach fishing around Tamarindo but it's been a long time since I've been 15 years at least. For roosterfish from the surf or even the boat you would be in the game with a good intermediate line like an SA Tarpon Taper. An assortment of deceivers in olive, brown, tan and white would be a good all purpose fly selection. Maybe a couple of poppers to round out the fly box. Jacks, pargo and even snook might be available as well. There will be plenty of charters available there. But don't count on finding a bargain. CR can be kinda expensive for charters in my experience.

Not sure about Punta Cana. I fished a bit offshore there a couple of years ago. Compared to Mexico or CR I wasn't particularly impressed. But who knows...maybe it just wasn't happening when I was there.
