Spinning reel seat

The Varmac seat of an old Fenwick spins on the rod. I feels like the diameters are very close and there is little to no space between the blank and the seat to try to fill with glue, so I am looking for a mechanical fix. In the past I have drilled one or more holes through the seat and blank and glued in self tapping screws. I also thought that a couple of pop rivets might work. Any other wisdom based on experience?

A lot of older rods were built using cardboard sizing shims to fit the reel seat. Water intrusion usually causes the failure. Drill/screw would be my last resort. Inject a slow cure epoxy under it first and try, nothing to loose. I use rod wrapping finish such as FlexCoat for the glue (very thin so it seeps in, easy to inject).  Mask off the grips, use rubbing alcohol for clean up. At room temp it will set in 8-10hr.
