Seems the 3 page memo written by Baker while he was Cellucci's administration and finance secretary contradicts everything Baker has said about his role in the big dig since he hit the campaign trail.


We now know that there Baker borrowed from Peter to pay Paul, admitting in the memo that the "the financing plan for transportation spending between FY 1999 and FY 2003 is starting to seem surreal" and that "there is at least a $100 million deficit in the road and bridge construction budget during the first year alone, yet it "is more like" $350 million annually."


I think the money quote is:


"At some point, someone is going to have to take draconian measures to deal with the transportation spending plan."


Sure kick the problem down the road and then criticize the current administration for trying to deal with the mess Baker created.
