Job cover letters and salary history

Any HR or biz professionals that can shed some light on this would be great!

 

Being I'm unemployed, I am now busy sending resumes and such all over the place. Some ads ask for a salary history. I don;t mind saying what I was paid, but my last job, I took a major paycut (I was also unemployed back then) just to get a permanent job. A cover letter book I have said that pay cuts on a resume are sometimes red flags.

 

In this case, would it be best to

 

a. put it in there and see what happens,

 

b. not give it,

 

or c. not put it in and say I would rather discuss my salary history and requirements in person...
