Strongest would have to be stainless cable. When I run 13 1/8 stainless cables the total equals about 15,000 pounds. That exceeds the code by over 14,500 pounds

Stainless cable gives you the best view and is the easiest to maintain. Vinyl railing with an aluminum core is only as strong as the brackets and screws that attach it to the posts.

The vertical post that make up the railing normally do not sit on top of the decking but instead go thru the deck and are bolted to the frame. Nothing sitting or mounted on the deck is going to be very strong.

I put vinyl around my deck and the vertical post are 4x4 wood bolted to the frame with vinyl sleeves covering. I have post every 5 ft and it is pretty strong.
