Hook Placement on a Needle

Just reaching out for your thoughts on this: where should the front hook be located on a needlefish lure? Since most bass are hooked on the front treble, I'm assuming somewhat nearer the head is desirable, yet often see the hook well back on some needles.

Also, it seems the needle draws more light bumps than other lures. Any explanation? I realize if that's happening, it's time to vary the lure's action, but why all the taps?
