The teasers that I'm familiar with are a bucktail jig sans the lead head.

 

I use them on a dropper over a regular jig for surf fishing for Pompano.

 

Most of my hits are on the teaser. JMHO C2

A teaser is essentially a large fly that you tie from a dropper out in front of your plug.

And they do work. In fact, my kid was fishing rhody wed night and of the first 5 bass he caught, 4 were on the teaser.

Lots of folks, myself included, use small Red Gills ahead of the main plug as teasers. I have personally had many double headers of bass in the suds fishing that way.

One warning although the dropper rig with teaser has saved my night more than once, there is a down side/sides. A couple weeks back I hooked 1 fish on the teaser and another on the following plug. The fish on the plug was able to get leverage against the teaser hooked fish and pry the snap swivel open. Bye bye JigsmithHappyWave.gif. Also due to decreased aerodynamics you lose a few feet on the cast. Don't get me wrong teasers have their place. To me that place is when fish are there but on micro stuff and just won't touch anything big.
