The Fluke Allocation In Hindsight

As most folks know, the current Fluke allocation is 60/40 percent commercial/recreational respectively.


I'm not sure exactly when it was put in. Maybe someone can chime in with that.


I'm wondering if there are folks on this list who can describe a little more background on when this was first put in. Some questions I have are...


1) Who was pushing for it?

I'm guessing that folks didn't know what the outcome would precisely be. Were recs more in favor of a formal allocation. Was it comms? Was it equal? Was it neither, and that this was mandated for some other reason.


2) In hindsight, was this a bad outcome for recreational fishermen? In other words, would our regs most probably be less restricted now for Fluke if we never ended up with this formal allocation?


3) What would folks do differently if they could do it all over again?
