Sluggo's work best for me and Squid is the color with either a 2 oz or 3 oz lead. Yes I've scene those birds working, they always seem to be near the power plant and just out of casting range. Standing on the fish pier you can see lot's of bait (sandeels and blue back herring). A good distance away from the fish pier in some sandy areas the sandeels were really thick. I swear the fish sit right there in the middle on purpose. Splashing, crashing bait, attracting birds on the surface. And they've perfected it so that they stay just out of casting distance.
