When it's done to articulate to dept/staff how to carry out the laws passed by congress it's warranted. When it's done to circumvent congress is the problem. Bush and Obama with have used it to bypass congress on a regular basis. The American public had put up with it because of their disgust with Congress. I'm glad a judge has finally stepped in.
