The Massachusetts Division of Marine Fisheries has changed the regulations for the commercial black sea bass fishery, which this year will open Aug. 6 with limits of 300 pounds for trap fishermen and 150 pounds for other gear types.

This change in regulations seems to be contrary to what most fishermen said they wanted at a recent public hearing in Buzzards Bay. Most fishermen said they wanted a limited spring fishery and a Sept. 1 opening for the remainder of the quota. The DMF did not act as these fishermen requested, instead opting for an August start, when the sea bass are the most difficult for fishermen to catch, especially small-boat fishermen.

The division says it needed to get away from the spring fishery because the fish are so abundant that they are unable to effectively monitor the landings; while true, this is because they have issued 1,700 permits in the fishery, which is far more than the fishery can support.

In my opinion, this is a failure to properly manage this fishery. There are simply too many permits.
