define small snappers (smaller than 5 inches)

try a good hook rig with number 4 long shank aberdeen/crappie hooks

on 4 foot rig with droppler loops, loop 5-6 of these small hooks with an inch of red/white drinking straw or a coffee stirrer of the same length.
attach a sinker at the end.

cast it out and jig the rig around

a larger version of this rig with 2/0 gold hooks well well in the carolinas jigging for bluefish up to 15 inches (i have caught blues as small as 6 inches on these rigs) and Spanish mackerel

Shad spoons might work if the sabikis get chewed up.

Not sure who told you this. last summer I saw one guy caught over 20 snappers in 10 Minutes with this popper.

I haven't tried it, but it would have to work--especially tipped with some kind of bait. I'm gonna give it a shot when my kids are big enough to go fishing. I would think it would be the killer rig for sunnies and bluegills, too.

We use them("sabiki rig ") on the west coast to catch mackeral. They work very well in the surf especially where there is a wharf is near by. This is done around Rodondo Beach.
