92 Camry AC fuse location question

My daughter just got her first car- a 1992 Camry. All was working fine for a week and then the air condioner just stopped. The compressor clutch does not cycle on. I was able to get a wiring diagram from the net (the Toyota service manual section) which shows a 10A fuse that could be the problem. I looked in the fuse panel on the left side under the steering wheel and under the hood on the drivers side. I can't seem tolocate this fuse.
A friend who had an old Camry years ago told me that Toyota has fuses all over under the dash. Anyone know where this fuse would be? I don't have the owners manual.

Check fuse # 2 10 amp under drivers side dash
# 13 10 amp and #31 40 amp both under passenger side kick panel.
