It must be similar to a custom car:

Rhode Island's registration and titling requirements are as follows:
o You must submit a completed Application for Registration and Title Certificate.
o You must provide proof that the vehicle passed a safety inspection.
o You must provide detailed evidence that authenticates every part used to construct your vehicle. This must be submitted to the Enforcement Section located in the DMV's Pawtucket location. Once approved, you must then take all your paperwork over to the Title Office located in the same building.

Keep in mind you will need to go through step 1 at registry, then get it inspected and go back to registry a 2nd time. No registration = no inspection! Sales tax will be based on value of all parts you used.

Huge if you can print out the form I can tell you what sections to fill in. I gave animal a copy with exactly what sections to fill in highlighted in yellow. If he still has it he can probably upload a pic for you.

all I can find is the "application for Registration" but there is nothing that says trailer, it seems to be for registering a car...I have paperwork on the trailer, but not sure it is enough..notarized bill of sale and a copy of his old registration from MA

I registered my trailer last year (here in MA) and went through my insurance agent. She drew up all the paperwork, marked the trailer as homemade (even though it isn't but since I bought the boat and trailer from a guy in Rhody there was a paperwork nightmare), and mailed me the paperwork. Once recieved I went down to the registry of motor vehicles and done...easy. Don't know if it will work for you in Rhody, but calling your insurance agent might very well streamline the process for you.

I registered a homemade utility trailer in RI a few years ago and the very,very nice lady at the counter simply asked if it was home made and I said yes. that was it.
The best part of trashing plugs is making more.

Write your bill of sale.(hint,you bought it cheap)
Notarize it.Your bank should do it for free(mine did)
If you have,an old reg(I don't think you do)it will help,but I didn't have one.
Take your number,then go to the sales tax desk.Get that taken care of,before you try to register.If asked,you bought a frame,and spent a lot of time and $ building it.

It wouldn't pay you more to walk on water,than to wear a crown of thorns,

It wouldn't pay me more to bury you rich,than to bury you poor...

I actually have the old regitration from the guy too

I'm going to be legal (well the boat, motor and trailer anyway)

Section E is the one you're interested in.Use your last name for a Vin #,and homemade as make.Go with 2000 lbs for a gvw.

if its homemade there is no seller right?

I have the guys info but he's just the guy I bought the set up from, he doesnt have a RI dealers license..

??

any idea on cost?

Don't fill it in.If theres an issue,she'll tell ya what to do.Just tell them YOU BUILT IT.
