Default Drum fishing rigs Regulations

I have been told that N.C. has a new Drum fishing Regulation concerning the type of hooks and rigs. Has anyone any knowledge about these new rules and if so what are they?

4/0 hook or larger with no longer than a 6" leader and a fixed weight 2oz or larger.
