Default progress report..

Boyle had a long laundry list of questions that he prepared for NPS,,,he asked NPS about them when he signed the CD...at that time the NPS legal guys pointed out that his role was to either approve or reject the Consent Decree, not to ask questions..No doubt the Judge was miffed.Boyle probably wants to revisit some of that stuff.
Boyle turned a simple beach driving violation into a near total closing of the OBX public beaches.It is hard to imagine anything positive coming out of this meeting.

He's good at his job and he wants to shut down the beaches. And is able to legislate from the bench. Probably this meeting is merely administrative, but I would give it a much larger chance of being a bad thing than a good thing, at least as far as our beach access goes.

God bless the Cape Hatteras National Bird Refuge. People and pets stay out.

No need for a new Bonner Bridge now.

The only thing Boyle has been good at is making a huge mess.
The ecos pulled a fast "end around" and grabbed control of the entire OSV/Wildlife management aspect of CHNSRA with the Consent Decree.Judge Boyle got chumped by the slick eco lawyers just like everyone else involved did..
All of the day to day OSV policy at the Park is currently subject to approval by non- government, private special interest groups .
Boyle has had the whole Winter to think about this. Maybe he has figured out that the Consent Decree is illegal.There is only one party responsible for what happens at CHNSRA...the U.S. Government.

The status thing has been moved to Thursday the 5Th.

Issues;

1. Derb Carter SELC wants his money $100,000+
2. something about more access for Comm fishermen
3. Back-shore closure installation date change
4. If civilians report damage to resource closure fences or closure violators, no retribution will be taken. If we report, they won't expand the closure (move the fence out)
