Considering how close the fleet is around the tip of Shackleford Banks by the range light adjacent to Beaufort Inlet....I'd say you could probably cast out far enough to catch one there. Just take ferry over to Shack from Beaufort waterfront.

Post Cobia from shore.

The only places I have ever seen cobia caught from shore is Cape Point at Hatteras and along the South Beach. All of the other places listed below are areas that have cobia and if someone would put in the time with the right tackle they might get lucky.
1) any inlet in North Carolina from Hatteras Inlet south to Cape Fear. Access to these inlets varies...
2) Around/beside/under the two bridges going to Harker's Island. Cobia are caught here from boats....
3) Radio Island between Morehead and Beaufort. A few years ago there was access to prime Cobia water...not sure what's there now.
4) and then once again....any inlet you can get to.

Update to Radio Island. There is a new town owned pier on radio Island it is on the other side of the road from the old Causeway Pier (which was one of the better cobia spots in the sound). It is only 300' long but has the deep water access that the cobes need.
