Question Kitty Hawk surf in July

My daughters family is vacationing in Kitty Hawk in July. They have a house rented on the beach.
Questions for you southern anglers?

What kind of fish are in the surf in July?
What's the best method to catch them? Artificial is preferred but bait might be used if necessary.

I usually stay in that are @ July as well. A few years ago, a guy taught me how to fish for Flounder in the surf. They are there. I usually catch them in the slough right at the beach break. Early morning seems to work well on a windless calm day with clear water but have caught them at all times and conditions.

Care to share any tips on catching flounder from the surf? Will the flounder be in the surf next week or is that a little too early for them?
