You might try Avalon or Nags Head piers, they have been catching a few fish.. Or maybe a makeup charter out of Pirate's Cove or OI.. There are several good inshore guides out of there as well as a partyboat or two you could contact..

Default Nags Head

I just spent several days in Nags Head on the pier and the surf and fished until today. The water was about 58-60 degrees and but we did catch 0ne keeper flounder out of the surf and spadefish and blues ffrom the pier. It was a little slow going though.
