Well I've been experimenting with needles throughout this year, and have found them to be a nice plug, that I just seem to need a little more practice with. I've been throwing the choopy needle alot, and when I'm casting from the sand, the plug always seem to get to the bottom, and I feel it hitting the sand (which I hear I'snt always a bad thing). But from what I understand its a slow sinker/floater. Regardless it just doesn't stay on the surface for me, UNLESS I am on a jetty. If I'm on a jetty, I have a slight height advantage, because of this it seems a little easier to keep the plug swimming surface/subsurface. But again, if I'm on the sand, the plug always seems to get to the bottom. And I've tryed a fast retrieve when the plug first hits the water in order to gain tension with the plug, and then I slowed it down really slow, and despite this, it still begins to hit the bottom halfway into the retrieve.
I guess the water I'm fishing is just that shallow (about 4-8feet mostly). But again, if I have a height advantage, meaning I'm not standing on the sand level with the water, then the plug will indeed stay surface/subsurface. Well to the main point, alot of my fishing is done on the sand level with the water. I'd like to pick up a needle that floats all the time, as I believe it will be a dynamite lure to fish during dusk/dawn. So which needles do you recommend that float at all times, and are not slow sinkers, but constant floaters? Please don't recommend a needle that is nearly impossible to get, meaning I have to pay $50+ for it, and have to look far and beyond just to find the thing. I'm looking to fish it, not hang it up, but don't forget catchability, I'd like to buy a plug that has been a known producer. Thanks guys!

Gibbs Needles and Tsunami Needles don't float they are slow sinking, but they tend to stay up top a lot of the time while you are reeling them in.

The only "modern" Gibbs I have floats like a cork, pretty much level with about a third of it above water.

No contest in my opinion.
Also, and this would unfortunately fall into the "rare" category but you could certainly fish it if you find one, is the 2 1/4 ounce Afterhours. Basically stays on or right near the surface on even a super slow retrieve but casts like a much heavier needle.
